Pediatric Science Consultant

As a Pediatric Science Consultant, Senior Advisor, Dr. Anderson provides support from a pediatric perspective to the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR).

His pediatric expertise sheds light on the overall impact the pandemic has had on children, including emotional, social and developmental effects, the impact on children with special healthcare needs, and the increase of secondary diseases in children.

As a highly acclaimed pediatric critical care specialist, Professor of Pediatrics and Children’s Hospital leader, Dr. Anderson has published and presented on pediatric topics including safety/high reliability, pediatric disaster preparedness, and physician workforce. Prior to joining Aveshka, he served as President and SVP, Children Care of UCSF Benioff Children’s Hospital and as Chief Medical Officer for University Hospitals in Cleveland Ohio. Previously, as President George W. Bush’s appointee, he served as Vice Chair of the National Commission on Children and Disasters. In 2014, Dr. Anderson was appointed by the Obama Administration to chair the National Advisory Committee on Children and Disasters at HHS.

Dr. Anderson studied medicine at Case Western Reserve University, with his area of Concentration in Cardiovascular Diseases. He also received his Executive MBA in Health Care from Kent State University and graduated Cum Laude with a bachelor’s degree in Chemistry from John Carroll University. He enjoys travel, swimming, and most especially spending time with his children and twin toddler grandchildren in Ohio.

Public Health Expert

Priscilla Golden’s team teases that she’s “pretty much done everything” at one point or another in her career. Starting in the near-obsolete position of library “page” at age 15, Priscilla has since served as a technical writer, graphics coordinator, instructional designer-trainer, program manager, IT director, emergency planner, stakeholder engagement manager, business development lead, and operations lead for government, commercial, and nonprofit organizations (not necessarily in that order). She has provided project management, stakeholder engagement, and crisis readiness support for multiple CDC programs and played a key role in CDC’s pandemic planning and H1N1 response efforts.

She previously served as the state of Georgia Public Health (PH) IT Director, the training manager for the Anniston Chemical Agent Disposal Facility and a component of U.S. training offer for UN chemical weapons inspectors, as well as the start-up manager for the creation of the Domestic Preparedness Equipment Technical Assistance Program, which helped first responders to select, operate, and maintain the radiological, chemical, and biological detection and response equipment.

In addition to her crisis readiness experience, Priscilla has more than 30 years of experience in crisis response as the mom of six plus. She currently applies her diverse skills in leading Aveshka’s CDC programs and public health advisory services for a variety of clients.

Priscilla holds a B.A. in Policy Studies from Rice University.

Til Jolly is a board-certified emergency physician with over 25 years of experience encompassing bedside clinical care, academic medicine, government service, and private sector leadership.

As Aveshka’s first CMO, he combines a strong and active clinical background with deep experience in homeland security, healthcare preparedness, telemedicine, and risk communications to produce meaningful results for key clients in the public and private sectors. He leads the clinical and public health guidance related to COVID-19 and other threats for key clients including the Department of Health and Human Services, financial regulatory agencies, and the sports and entertainment industry.

Before coming to Aveshka, he held leadership positions at SOC Telemed and the Office of Health Affairs in the Department of Homeland Security. He is an active member on the medical staff at Inova Fairfax Hospital and is a Clinical Professor of Emergency Medicine at the George Washington University. His experience includes health preparedness guidance for eleven Super Bowls, and he has recently been named a Distinguished Fellow of the Innovation Institute for Fan Experience.

Dr. Jolly received his medical degree from Wake Forest University and his bachelor’s degree from the University of North Carolina as a Morehead Scholar. He enjoys all sports, continues to work on his golf game, and experienced occasional modest success as a youth basketball coach. Til lives in McLean, Virginia with his wife and their youngest child, while their oldest three navigate their way through college and beyond.

Carla Mitchell is a Program Director with Aveshka, overseeing one of the company’s largest programs. She is tasked to provide critical support to the Department of Health and Human Services (HHS) Assistant Secretary for Preparedness and Response (ASPR). Her primary goal is to ensure Aveshka staff continue to successfully support the ASPR mission within Headquarters and various remote locations throughout the nation, in efforts to facilitate information sharing, build the public health emergency preparedness and response capacity, and protect Americans from 21st century health security threats. Having supported HHS as a contractor for over 17+ years, she possesses a deep understanding of its culture and can quickly and efficiently anticipate customer needs. This has been most especially effective in Aveshka’s support of the Department’s national COVID-19 response.

Carla previously supported the Medical Reserve Corps for over a decade working with local, state, and federal stakeholders to ensure communities throughout the nation were prepared and resilient.  She holds a Master of Public Health from The George Washington University and offers over 20 years of valuable experience providing program/project management, complex management analysis, and outreach support.
